In order to promote welfare services for people with disabilities, and to decrease the burdens and pressure on their families, the Social Affairs Bureau of Kaohsiung City Government worked in collaboration with professionals and scholars to propose and establish a “Home for the Disabled,” which began constructing in January of 1992 and finished in March of 1994. It is a single building with 5 floors above the ground and one basement. The home has a total space of 12323square meters (3723 pings). Home for the Disabled officially opened on September 28th of 1994, making it the first comprehensive public handicapped welfare service institute in Taiwan that offers handicapped education, training, nursing, and day care.
